Position Title: Survey Advisor/Lead

Location: FCT - Abuja

 

Job Profile 

The Public Health Information Surveillance Solutions and Systems (PHIS3) project is a US Centre for Disease Control and Prevention (CDC) funded project to strengthen systems to improve HIV service delivery and other public health interventions through continuous quality improvement, monitoring and evaluation, Surveillance, Health Informatics and laboratory quality management in Nigeria. This project work with implementing partners, national and sub-national health managers, health workers and other stakeholders to strengthen the already existing national data repository and other modules which has helped to improve the harmonisation of fragmented information systems, reduce duplication of data collection and improve monitoring and tracking of national-level health trends and priorities.

We currently seek a Survey Advisor to provide oversight to the Survey team. This position is a full-time position reporting to the Deputy Project Director. The Survey Lead will coordinate the planning and preparations of large surveys for the organization. He/She will provide technical oversight for any Large Surveys.

Duties & Responsibilities

  • Lead the survey team, providing technical oversight, direction, and quality assurance on multiple complex simultaneous projects.
  • Oversees the technical design and implementation of surveys, including designs, scoping trips, sampling strategies, developing instruments, overseeing data collection, designing and carrying out mixed methods analysis and disseminating results through written reports, peer-reviewed journal articles publications, and conference presentations.
  • The survey lead will be responsible for overseeing the day-to-day survey implementation. S/He will be responsible for coordinating all of the day-to-day survey team activities, coordinating, monitoring and supporting the field teams, overseeing the activities of relevant field contract staff, and supporting the overall field implementation of the survey including linkage
  • The incumbent will coordinate the training of staff on the survey protocol, procedures, policies, relevant regulations and also ensure that the survey protocol, standard operating procedures (SOPs), and other relevant policies and regulations are being appropriately adhered to at every level. The Survey lead will report survey site progress and maintain survey regulatory files.
  • S/he will also provide oversight and management of Regional/State Field Supervisors and other staff in multi state surveys
  • Design and implement performance monitoring and Continuous Quality Improvement activities needed to ensure that Survey activities are on track and adhere to donor and GON Requirements.
  • Lead the development of concept notes and protocols for surveys.
  • Provide technical assistance and capacity building to government counterparts and key stakeholders on Evaluation and Surveys.
  • Perform other related duties as assigned.

Qualifications/Requirements

  • MBBS or other relevant program area, MPH, Masters of Science in Epidemiology and/or Statistics and other relevant areas.
  • 10 years of experience implementing public health programmes with experience implementing at least one large survey.
  • Significant experience working with multiple stakeholders (Funders, Governments, multelaterals, etc.)
  • Experience managing multidisciplinary teams
  • Experience using the MS Office tools (Word, Excel, PowerPoint, Outlook, etc), and professional knowledge of Statistical software – SPSS, STATA, SAS, Python etc.
  • Ability to travel at least 30% of time
